
The Vietnam Learning Center on Environmental and Social Sustainability (LC)
LC was established in April 2015 under the Memorandum of Understanding (MoU) between the Asian Institute of Technology in Vietnam (AITVN) and its development partners, including the World Bank Group, the Asian Development Bank (ADB), the United States Agency for International Development (USAID) and the Department of Foreign Affairs and Trade (DFAT) of the Australian Embassy. The center is being established with initial funding support from the Australian Government. Other development partners have committed to provide technical support.

Certification
I have big progress as a consultant for EIA in Vietnam, contributed to the Regulations editing process of MONRE and also in my career as a lecturer. Just a small example about effective design and deliver training session: Last semester, I got the highest rating from students so my Dean suggested me to share experiences with staff regarding how to deliver lectures more attractively. The seminar will held on October 21 in my faculty.

I can give better advisory services to the client, prepare a better ESIA as well as conduct a better integrated environmental monitoring program, for instance, the project of Haiphong International Port in Lach Huyen (funded by JICA).

In my current job to support building up a professional PMU, I provided 3 training courses on environmental safeguards for PMU/PPMU for ADB loans, and another will be provided in November, 2016, since I attended the first TOT course on ESIA. I found that the TOT courses have brought to me an excellent opportunity to learn not only knowledge, understanding on ESIA but also equip me with skills on how to prepare a lecture, exercises, keep communication with participants and organize field trips. Moreover, I also involve in reviewing environmental safeguard documents, the TOT training on EIA reviewing provided me much knowledge and many skills to ensure quality of reviewing documents.

In fact, the courses on IR and EM were the first of this kind in Vietnam. Nowhere had they been held before. So, before the courses, the IR and EM consultants for safeguards with infrastructure projects had worked primarily on a basis of their on-the-job training and occasional advice from fellow colleagues. The knowledge was therefore fragmented and informal. After the courses, the trained consultants become more professional, with more systematic knowledge and judgments in preparing, implementing, monitoring and evaluating the safeguards documents. We become better aware of where to focus in infrastructure projects and the underlying rationales, which help us manage the safeguards compliance of those projects more effectively.

As a freelance Consultant, I have applied knowledge from the ESIA and other relevant courses to implement ESIA for development Projects, design environmental monitoring program, implement biodiversity impact assessment and especially design capacity building programs and conduct training courses on EIA, monitoring and biodiversity for several Projects. The most relevant Projects are the Greater Mekong Sub-region Biodiversity Conservation Corridors Project (BCC) – Phase 2 – ADB Loan and Northern Mountains Poverty Reduction Project – Phase 2 – a WB Loan. I have implemented and reviewed ESIAs, designed monitoring program, designed capacity building and actually conducted several training courses for safeguards staff of PPMUs and relevant stakeholders of the Project Provinces on environmental safeguards, monitoring program, biodiversity assessment.
