LC Vietnam continues building competencies in Environmental and Social Impact Assessment for Vietnam and regional countries
Following the series of rollout courses on Environmental and Social Safeguards which were successfully organised in 2016, and early 2017, two other rollout courses, one on Principles of Environmental Impact Assessment Review (PEIAR) and another on Involuntary Resettlement (IR), were developed and delivered in Hanoi in September 2017 by the Vietnam Learning Centre on Environmental and Social Sustainability (LC). The two rollout courses have been highly evaluated by the participants and trainers.
The courses are designed for environmental and social staff and consultants of multi donor funded projects. There are fourteen (14) participants attended the PEIAR course from 18-21 September and twelve (12) participants attended IR course from 21 – 23 September, 2017. They are the resettlement and environmental experts who come from different countries including Kenya, Indonesia, Myanmar and Vietnam. Especially, in order to contribute to the strengthening of the country safeguards system the Learning Center offers scholarships for the PEIAR course to environmental specialists of the relevant government authorities and universities which include the Center for Environment Training and Communication, Department of Environmental Appraisal and Impact Assessment, Research Institute for Land Management and Department of Policies and Practices (VEA/MONRE), University of Transport and Communications, Vietnam Institute of Geosciences and Mineral Resources (VIGMR/MONRE), Hanoi University of Mining and Geology, and Hanoi University of Science and Technology.
In these roll out courses, the trainers play the roles of facilitators, providing information and instructions, facilitating the interaction among participants to work on the assignments and participate in the group discussions. Each class was divided into two groups. The group leader is changed in each exercise. They also took turn to report out the group work results. This learning approach helps participants not only earn knowledge and skills in IR and EIA Review from trainers and other participants but also improve other soft skills such as facilitation of small group discussions, presentation, note taking skills and other communication skills.
The participants highly evaluate the learning approach which enables them to learn more actively and more effectively. Almost all participants fully attend the course, meet the course requirements and are qualified to get a certificate of course completion.
Generally, the attractive course design and structure, interactive learning approach, active involvement of participants and professionalism and enthusiasm of the training team are key factors for the great success of the training program.
In respond to the needs of the environmental practitioners in the region, in November the LC continues organization of the following courses: i) ES03 – Effective Environment Management in Construction in English (15-17 November, 2017); ii) ES03 – Effective Environment Management in Construction in Vietnamese (20-22 November, 2017); iii) Involuntary Resettlement in Vietnamese (23-25 Sep, 2017).
